Your 19-month old would enjoy it some, and you have to keep a VERY CLOSE eye on your child. Because other kids will push and maybe bully your kid when it comes to using certain toys or tools in the different play areas. ***PROTECT your child, because some (not all) parents are rather aloof (sad to say).*** I took my youngest daughter there right at the 24 month old mark...and she enjoyed it, but she enjoyed MUCH MORE recently at 36 months old.
