yes there's a railing around the steps. Go counterclockwise around as it's less of an incline. Be aware there is a LOT of steps if you do the circle path but we felt it was worth it. …

Well, that depends on what you plan to do. For 90% of people you should plan on very flat surfaces with just a few steps. You can hike up behind Mt Rushmore which is more aggressive and you would want solid hiking gear.
