How difficult is it to get to the spring? Is it a bit of a hike? Would it be doable for someone who is only moderately mobile?

We saw someone who had made it to the base of the springs who had MS. He had a cane, but was walking. So to answer your question, it depends on how mobile they are.
The town of Afton gets its water from this spring. The gentleman who works in the water department told me that it is usually September before the spring starts it be intermittent.

No campgrounds that I noticed on the way up to the spring or the way down. I believe that from the parking area it is over a mile to the spring (1-1/2 miles?). My husband said that the hike from parking to what he called the base of the spring (where water from the spring steeply flows into the stream), was not a super hard hike, and nice. BUT from the base up to the actual spring outlet was quite steep. He said at times it could be almost "hands and feet" hiking/scrambling up, as the trail/path is not super maintained and some of the path, especially where wet, was slippery with clay, So, from parking to base of the spring, nice hike. From base up to actual mouth of spring, more steep and strenuous, be careful. In any case, I would recommend at least picking up a lunch and having it in the parking area. It was pretty, quiet and pleasant. And when we drove, our low-slung Prius made it just fine with careful driving.
