Frustration for some is growing over warnings and evacuation orders given ahead of the storms that dumped water on the Guadalupe River, causing the devastating flash floods that slammed the Texas Hill Country.

Survivors have described the floods along the Guadalupe River as a “pitch black wall of death” and said they received no emergency warnings.

"A lot of the weather forecast offices now are not operating at full complement of staff," said the former lead of NOAA.

NWS says Flash Flood Warnings were issued on July 3 and early July 4 in Central Texas, giving more than three hours of warning.
