An earlier court proceeding had determined that the man risked persecution or torture if he returned to Guatemala, but he also feared returning to Mexico, where he says he was raped and extorted.

U.S. District Judge Brian E. Murphy recently ordered the Trump administration to “take all immediate steps” to facilitate the man’s return to the United States.
