Senate Bill 551, awaiting Gov. Tina Kotek’s signature, will bar retailers and restaurants from offering plastic bags to customers at checkout.
Under the bill, retailers can only provide recycled paper checkout bags, and must charge a fee of at least 5 cents per bag. Customers on food assistance programs would remain exempt from the fee.
