Many Downtown Sacramento business owners are surprised after the governor's mandate for state workers to return to the office four days a week starting on July 1 is now on pause.

The anticipated return of thousands of California state workers to the office will not be happening as expected on July 1. This comes after the state reached an agreement with Service Employees International Union Local 1000, delaying Gov. Gavin Newsom's order for one year.
