The pods — former shipping containers that were modified to house about 50 inmates — have been beneath the jail for about 12 years, according to Lt. Michael Young, Clark County Jail administrator.
In June 2016, the Durham County commissioners approved funding for 10 new jail positions for the new pod, which was set to be funded in early 2017. Finding staff delayed the opening.
