The nation’s second largest school district isn’t exactly coming roaring back from the pandemic, according to the National Assessment of Educational Progress, commonly called the nation’s report card.

Students in the Los Angeles Unified School District returned to classes Tuesday with a major new rule in place -- a ban on cellphones in classrooms.

California is one of at least eight states that have enacted phone bans in schools over the last two years. New York is also considering implementing a similar policy.
