The California Legislature has rejected many of the spending cuts Gov. Gavin Newsom is seeking to close a $12 billion budget deficit, relying on internal borrowing to put off difficult decisions.

California's assembly budget chair said the budget process had been "a painful and at times, agonizing, process."

The plan would freeze Medi-Cal enrollment for adults without legal status and fund voter-approved Proposition 36.
